Friedrich Hecker先生从2010年1月1日起,正式出任德国莱茵T?V集团首席执行官。集团前首席执行 官Prof. Dr.-Ing. Bruno O. Braun也于同一天当选集团监事会主席。 Friedrich Hecker先生1962年出生于德国,1987年获得工商管理学位。曾供职于罗兰贝格国际管理咨 询公司,先后担任咨询顾问和高级项目经理。2002年,Friedrich Hecker先生出任SGS中欧首席运营 官,2003年担任SGS工业服务业务执行副总裁。2009年6月1日,Friedrich Hecker先生加入德国莱茵 T?V集团,被任命为集团董事会副主席暨首席运营官。 Friedrich Hecker to take office as Chief Executive Officer on 1st January 2010 / His predecessor in office, Prof. Dr.-Ing. Bruno O. Braun, elected Chairman of the Supervisory Board Changes to top management at T?V Rheinland have taken place as had been planned for a long time. Friedrich Hecker is to take office as Chief Executive Officer at T?V Rheinland Holding AG on 1st January 2010. On 1st June 2009, Friedrich Hecker was appointed to the Executive Board as Deputy Chairman and Chief Operating Officer. Friedrich Hecker holds a degree in Business Administration. He was born in 1962 in Wiedenhof in the district of Miesbach, and began his career at the consultancy firm Roland Berger Strategy Consultant – this was following an apprenticeship as a toolmaker at a subsidiary of the Bosch Group and a subsequent degree in Business Administration at the Ludwig Maximilian University in Munich. Friedrich Hecker was later appointed Managing Director of the Industry segment at T?V Süddeutschland. In 2002, he was appointed Chief Operating Officer Central Europe on the Executive Board of the Swiss firm SGS, and from 2003 he was responsible for global industrial services activities as the Executive Vice President Industrial Services.

—Kingdom of Saudi Arabia Authorities Reiterate Their Resolve to Implement Plug and Socket-outlet Standards
沙特阿拉伯标准委员会( SASO )于 2010 年 1 月 5 日、 6 日,在首都利雅得 总部举办了为期两天的研讨会,会上 宣布将不再推迟插头、插座标准的实 施日期,并正式规定自 2010 年 2 月 23 日起,所有在沙特市场销售的电气产 品插头插座部分必须符合沙特标准: SASO 2203、SASO 2204或SASO 443。 凡不符合上述标准的进口插头、插座 将一律禁止入关。 上述新法规适用于家用的或类似通用 的插头、插座,包括以零配件形式单 独进口的以及在整机电器中已安装好 的插头、插座。符合其他适用标准的 工业用插头、插座则不受影响。该法 规同样适用于沙特国内企业所生产的 插头、插座。沙特相关主管部门将会 对市场进行监管,以确保市场上销售 的产品插头、插座部分都符合上述沙 特标准及法规要求。 德国莱茵 T?V 集团为出口沙特阿拉伯 的产品提供测试、出货前验货、符合 性证书的发放等业务,还可协助生产 厂商、出口商和进口商办理沙特阿拉 伯通信与信息产业委员会( CITC )审 批以及SASO能效标签登记备案手续。 如需进一步了解新法规及其对贵公司 产品的影响,请就近向德国莱茵 T?V 集团分支机构咨询( http://contact. tuv.com)。 S a u d i S t a n d a rd s, M e t ro l o g y a n d Quality Organization (SASO) organized a workshop at their headquarters in Riyadh on 5th-6th January 2010, during which it was announced that the implementation of plug and socketoutlet standards will not be delayed any further. After 23rd February 2010, shipments of plugs and socket-outlets which do not comply with Saudi standards (SASO 2203, SASO 2204, SASO 443) will be rejected at Saudi customs ports. This regulation applies to the plugs and socket-outlets for household or similar general use whether installed on appliances or shipped separately. This requirement does not affect the plugs and socket-outlets for industrial use for which other standards are applicable. The regulation is equally applicable to domestically manufactured plugs and socket-outlets intended for sale within the Kingdom. Authorities may conduct market surveillance to ensure that products put for sale in the market comply with Saudi standards and regulatory requirements. T?V Rheinland provides services for testing, inspection and issuance of CoC for the products imported to Saudi Arabia. We also assist manufacturers, exporters and importers for Saudi Arabia Telecom Approval (CITC approval) and energy efficiency label registration with SASO. T?V Rheinland's PV-lab in Shanghai is listed with scope for IEC61730, IEC61215, IEC61646 and IEC60904 standards to cover the qualification and safety testing of crystalline and thin-film PV-modules. Changes in GS Mark Certification for 2010
The Ergonomics & Usability Department of T?V Rheinland would like to inform you of the new requirements for GS certificates for office equipment. We have all of the knowledge and equipment necessary to perform the tests you need to place safe, high-quality products on the market. Hot Surfaces Before we address the new requirements, let’s first take a look at the existing ones. CENELEC Guide 29 deals with the temperatures of hot surfaces that are likely to be touched. This guidance document was introduced one year ago, and several items have been found to be unclear. The Central Safety Organisation of the German Provinces (ZLS) is thus visiting these matters once again. The limits laid down in Guide 29 are applicable to headphones, the bottom surfaces of notebooks and handheld scanners. In general, eight hours of continuous contact is assumed at a maximum permissible contact temperature (Tmax) of 43°C. This limit is lower than that set forth for safety in IEC 60950, in which short contact times and the issue of unintentional touching are considered. Should surpassing this limit be unavoidable, indication of that must be provided in the safety instructions. (Note: Only a print version of Guide 29 is available for purchase.)

Following publication of EC Directive 2009/490/EC on the safety of music players, amendment EK1 ITB Decision A.2.9.34 concerning sound-pressure levels for earphones became necessary. To avoid hearing damage, the aforementioned European Directive limits exposure to 40 hours/week at 80 dB(A) and 5 hours/week at 89dB(A). Different from previous years, EK1 AG1 does not extend the scope of this Directive to products other than portable music players. Thus, it pertains solely to the manufacturers of personal music players. Displays Display testing standard ISO 13406 2 will no longer be the applicable standard for GScertification after the introduction of EK1 ITB2000:2010. In other words, from 1 January 2010, the latest version of ISO Display Ergonomics Standard ISO 9241 307 will be applicable for all new projects as well as modifications. The decision in EK1 AG1 clarifies the transition period. Certificates for products issued before 1st January 2010 that are in accordance with EK1-ITB 2000:2009 testing principles will remain valid if no product/certification modification has been made.

7) Driver's Cabin The front and both sides of the driver's cabin must have glass windows to ensure that the driver has a complete view, and the materials used in these windows must meet the requirements of ANSI Z26.1. The cabin’s front windscreen must be equipped with windscreen wipers. The cabin doors can be opened by moving them backward or rotating them outward. They must also be equipped with locking devices to prevent unexpected opening or closing. The interior space and arrangement of the interior parts of the driver’s cabin must meet ergonomics requirements and those of ISO 8566-1. In addition, the cabin must have an emergency exit that can be pushed outward in case of an emergency. The minimum size of this emergency exit depends on its form, namely, at least 650 mm in diameter for a round exit and at least 600 mm in diameter for a square exit. The length and width of the latter should not be less than 650 x 470 mm. The interior of the driver's cabin must be equipped with an appropriate lighting system that can be adjusted in five directions. Also mandatory are flame-retardant seats, air conditioning, defrosting devices, extinguishing agents, a load meter and warning information. The size of the stairway, corridor, platform and fence surrounding the passage from the ground to the driver's cabin must meet the requirements of ANSI/SAE J185.

4 文件资料 履带式起重机的制造商在申请北美认 证时,需要向认证机构提供如下资 料:

8) 焊接结构 所有用在承载结构部分焊接的焊接工艺 过程评定和焊接操作人员资格评定必须 符合标准ANSI/AWS D14.3的要求。

10)电气控制柜 起重机上电气控制柜设计必须满足标 准CAN/CSA-C22.2 NO.14的要求:电控 箱外壳表面需要涂漆来防锈,外壳金 属板需要有一定的厚度来保证机械强 载荷稳定性测试应符合ANSI/SAE J765 的要求:根据载荷表确定下额定载荷 和工作半径 R1 ,测试时要求吊起额载 重物离地不超过0.1米的高度,通过缓 慢降幅的方法来增加工作半径直到达 到平衡点,记录下平衡点的工作半径 R2, 标准要求 R1/R2 不能超过 75% 。如 果超过标准限值的话,可以通过增加 平衡块重量或者调整载荷表上的额定 参数的来满足要求。

During the ceremony, Mr Feng, on behalf of Zhuzhou CSR Times Electric, reviewed the company's ongoing co-operation with T?V Rheinland Guangdong over the past several years, remarked on his great appreciation of the professional ability of the TR GD project team, expressed his hopes for continued cooperation with T?V Rheinland Guangdong in the guided transport systems arena in 2010, and stated that the two companies would develop further certification and testing cooperation in its new business area of Photovoltaic inverter power supply. Mr Wong, on behalf of T?V Rheinland Guangdong, gave a positive response and promised to continue to provide excellent service.

Promoted by the Association of the European Rail Industry (UNIFE) and supported by transport operators, system integrators and equipment manufacturers, IRIS complements the internationally recognised ISO 9001 quality standard by introducing rail-specific requirements. The IRIS certificate will replace the individual management system evaluations of at least four of the initiative's founders: Alstom Transpor t, AnsaldoBreda, Siemens Transportation Systems and Bombardier Transportation. Objectivity and transparency can be guaranteed only through the use of approved and independent certification bodies that are well-known and recognised within the industry. Competing on price is no longer the only or even the dominant strategy adopted by Chinese PV manufacturers that wish to achieve success in global markets. ? With increasing demand for product quality from overseas markets, Chinese PV manufacturers will face ever-fiercer competition and a stricter access threshold to global markets. Gaining buyer recognition to boost Photovoltaic product exports The price of a PV module is based on its power output. For example, if a PV module sells for around 1.5 Euros per watt (W), i.e., a PV module with a power output of 100 W is valued at 150 Euros. Power output is thus a key criterion for overseas buyers when they select a vendor. To ensure safety throughout the 20-year lifetime of these products and thus protect their own interests, numerous overseas investors, insurers and banks now require the power station projects in which they are involved to adopt PV modules that carry T?V Rheinland certificates. The PV modules currently sold on the European market are required to be tested according to IEC 61215 and IEC 61730; however, these standards do not include any verification of the power output of these modules. Buyers need to ensure that the actual power output of a module is consistent with the power output declared by the manufacturer. Thus, for the Chinese manufacturer, verifying the power output of its product will help to increase buyer’s trust and maintain credit and reliability. To meet the needs of both buyer and manufacturer, T?V Rheinland has specially launched a Power Controlled certification service to provide a traceable verification procedure for output measurement on the production line and to drive the development of a reliable power rating system for PV modules. This new service reduces the risk and uncertainty surrounding the actual power of PV systems, thus further reducing investors’ financial return risk and satisfying buyers and manufacturers’ demand for the verification of the actual power output.

Explanation on New Requirements Related to Functional Check
The new version of the factory inspection report (revision: 2.8) has been in use by T?V Rheinland since 1st January 2010. Some amendments and modifications related to Functional Check were implemented in Clause 4. See one of the relevant items in the following figure. warning, which means that the measured resistance is greater than 0.1Ω (e.g. 0.11Ω), thus demonstrating nonconformity. It may appear that the warning function works well, however we can not say the completed function i s g o o d. W h a t we n e e d to d o to demonstrate the conformity when the measured resistance is less than 0.1Ω (e.g. 0.09Ω). Manufacturers can either make the simulated failure by themselves or purchase test k its, such as those provided by Boao Electronic & Technology (see details at w w w. boaoworld.com). The purpose of employing a precise and stable test kit is not only to satisfy the requirements of the new report, but also to enhance knowledge of the specifications and maintenance of equipment and to improve the calibration techniques. It has positive and potential meaning for the improvement of quality and decreases the risks if Test and Measuring Equipment is out of correct function for manufacturers.

The method of the daily functional check was very simple. A Test Equipment will display a warning (light & buzz) when it is directly short cut at the test pins. This method can not be accepted in the new version report from now on. For example in the case of hi-pot tester, a short cut of voltage output terminals, the current of short circuit is large enough, perhaps greater than 10 times the tripping current, it not only shocks the inter circuit in the equipment, but also is difficult to be judged the compliance for the tolerance of the tripping current. The conception of a so called “Dummy Test” is described as simulated failure in the new report. For functional check, it can be a stable verification unit (test kit). In fact it has two typical characteristics to demonstrate: both nonconformity and conformity of a simulated test of value. Only express one test status can not satisfy with the requirement of Clause 4. Let us take the earth continuity tester as an example, referring to equipment’s theory and calibration specifications. A stable current 25A from the equipment passes between earth terminal and earthed metal part through the test kit. The limit resistance is set to 0.1Ω. Dr. Kübler has accumulated rich experience in the R&D of electric vehicles, and, based on this experience, he provided a detailed introduction to ECE R100, which was greatly appreciated by the many vehicle manufacturers in attendance.

Dr. Kübler also introduced the ISO 26262 standard during the seminar. As an internationally accepted design s t andard for e l e c tric and hy b rid vehicles, ISO 26262 outlines specific requirements for product functional safet y. This standard can provide vehicle manufacturers with technical support that helps them to pass E-mark certification, thus also helping them to reduce the cost of modification at a later stage.

With the turn of the year T?V Rheinland Product Safety GmbH was renamed into T?V Rheinland LGA Products GmbH and the company's headquarter was shifted to Nuremberg. At the same time the company declared the takeover of all contracts with clients of T?V Rheinland Produkt und Umwelt GmbH and LGA QualiTest GmbH. In the future contractual obligations of these three companies will be fulfilled by T?V Rheinland LGA Products GmbH. Contracts which were signed before 1st January 2010 are still valid and do not have to be retyped or issued again by T?V Rheinland LGA Products GmbH. Mr Dnye Wang, Manager of the Gas Appliance Services Department, and Dr Kroly Zentai, Chief Officer for Gas Appliance Products, provided details on RAPEX, the Eco-design directive, the Energy Using Products (EuP) directive and our conformity assessment services. The speeches aroused great interest among the participants. In the Academic Essay Award Selection 2009, Mr Wang and Ms Susie Ni's essay entitled 'Safety Concept of European Standard for Automatic Gas Burner control systems: EN298:2003', which showcased the expertise and experience of the T?V Rheinland Group's Gas Appliances Department, was awarded second place out of 60 papers.
